KSA fines illegal casinos in the Netherlands

In the Netherlands, the regulator KSA fined illegal online casinos “Sugar Casino”, “Allstarz Casino”, and “Rant Casino” (Starscream Limited) €4.2 million for operating without a license, and the operator “ComeOn” (Tulipa Ent Limited) €750,000 for failing to comply with responsible gambling requirements during the period from December 2023 to September 2024.

The regulator Kansspelautoriteit reported a fine of €4,228,000 for Starscream Limited.
The company offered gambling services to players in the Netherlands via the websites rantcasino.com, allstarzcasino.com, and sugarcasino.com without a national license.
Enforcement measures had previously already been applied against the operator for similar violations.

Tulipa Ent Limited, operating in the Netherlands under the ComeOn brand, received a fine of €750,000.
According to KSA, the operator failed to meet requirements aimed at protecting players from excessive gambling during the period from December 2023 to September 2024.
Review of player accounts
The regulator requested 10 player files of young adult players with significant financial losses.
Violations were identified in all cases: signs of problematic gambling behavior were detected too late, and intervention measures were either not applied or applied incorrectly.
As a result, some players lost thousands of euros within a short period and were able to set excessively high deposit limits.

KSA Board Chair Michel Groothuizen stated that inspections showed significant differences in how operators comply with responsible gambling requirements.
According to him, violations involving young players are considered unacceptable, and oversight of operator compliance will continue.
