Pixbet Back in the Game: Court in Brazil Restores Betting Operator’s License

License Suspension: What Happened?

On April 11, 2025, Brazil’s regulatory authority, the Secretariat of Prizes and Bets (SPA), published Regulatory Ordinance No. 787, suspending the licenses of four online betting operators:

Operator Brands
Tqj-Par Participacoes Societarias SA Bingo Bank, Tele Sena Bet, Bet do Milhão
7MBR Ltda CBet
Caixa Lotteries SA BetCaixa, Megabet, Xbet Caixa
PixBet Technological Solutions Ltda PixBet, FlaBet, Bet da Sorte

The reason for the suspension was the missing documentation required by Article 3 of Ordinance No. 2104: companies are obliged to provide technical certificates confirming the operation of their betting systems.

Pixbet Responds to the Allegations

Pixbet stated that it was surprised by the SPA’s decision, as three of the four documents were sent in February, and the last one, the integration certificate, was submitted the day before the suspension – April 10.

The company called the regulator’s actions illegal and disproportionate, highlighting the reputational and financial losses, including the risk to the sponsorship deal with the Flamengo football club.

The Court Sides with Pixbet

Later on the same day, April 11, federal judge Anderson Santos da Silva granted the motion from Pixbet, suspending the SPA ordinance until further court decision. As a result:

  • Pixbet can continue its activities in the legal betting market;
  • The sponsorship deal with Flamengo and the FlaBet brand remains valid;
  • The other three operators will remain under suspension until they complete certification.

Why is This Important?

  • Pixbet is one of the largest players in the betting market in Brazil;
  • The company is a master sponsor of Flamengo, one of the most popular football clubs in the country;
  • The court’s decision raises questions about the accuracy and transparency of the SPA’s operations.
