Lottery Operator Momentum Launches iGaming Websites in the UAE
The publication Arabian Gulf Business Insight reported on November 26 about the launch of two iGaming brands in the UAE — TrueWin and Dream Island — offering casino and sports betting services by Momentum, the company behind the country’s only licensed lottery.
Launch of TrueWin and Dream Island
The TrueWin and Dream Island platforms operate on .ae domains and offer casino games, sports betting, and live dealer tables. The sites feature poker, roulette, slots, and betting options for football, tennis, cricket, basketball, and other sports.
The user agreements list Coin Technology Projects LLC as the operator, but there is no publicly available data confirming its connection to Momentum. Despite this, foreign media associate both brands with the lottery operator. Dream Island has been active since 2020, while TrueWin launched in 2023.

- TrueWin — registration is open, and the site is fully operational.
Legal Context
The platforms operate despite the absence of an officially published law legalizing gambling in the UAE. Momentum remains the operator of the country’s only “legal” gaming product — the lottery.
TrueWin and Dream Island do not display licensing information from the General Commercial Gaming Regulatory Authority (GCGRA), which was established in September 2023. Registrar data shows that the TrueWin domain was registered in March 2023, several months before the regulator was formed, while Dream Island was registered earlier, in 2020.
Development of the UAE Gaming Sector
Discussions about Momentum’s iGaming plans began well before the launch. Five months ago, the company posted a job opening for a commercial director for an online casino and sportsbook brand preparing to go live.
Meanwhile, construction continues on the Wynn Resorts complex in Ras Al Khaimah, where the first land-based casino in the country is planned. According to Bloomberg Intelligence, potential gambling legalization could generate revenue equal to around 1.3% of the UAE’s GDP — about $6.6 billion.
