Kazakhstan Launches Unified Betting Accounting System (UBAS)

Adilet Turganbayev, Chairman of the Committee for Gambling Regulation, discussed the upcoming launch of the Unified Betting Accounting System (UBAS) in a podcast by the Central Communications Service under the President of Kazakhstan.

What Is the Unified Betting Accounting System (UBAS)?

UBAS is a digital platform designed to allow government authorities to monitor the gambling market, protect players, and crack down on illegal operators.

The system will record every bet, transaction, and player activity to ensure transparency across betting companies.

Player Protection: How UBAS Works

UBAS will help resolve disputes between players and bookmakers, including issues related to withdrawals and account bans. Every player will be identified through biometric verification, eliminating fake or duplicate accounts.

The system will automatically block access for the following groups:

  • Minors
  • Individuals with unpaid debts
  • Government employees
  • Military personnel

Crackdown on Illegal Betting Sites

One of UBAS’s top priorities is to reduce the number of illegal bookmakers. Currently, around 20,000 illegal sites are blocked annually.

With UBAS, this number could reach up to 1,000 blocks per day, as the system will automatically detect and block unregistered websites not on the list of licensed operators.

Responsible Gambling: The “Cooling-Off” Feature

UBAS will analyze betting frequency and player behavior. If signs of addiction are detected, the user will be offered a “cooling-off period” — a temporary suspension from betting to regain control over their behavior.

In the future, the system may also notify parents if minors attempt to register on betting platforms.

Financial Model: Where the Money Goes

Each bet will contribute 1% to support sports organizations. According to estimates, this could generate approximately $31 million annually for the development of sports in Kazakhstan.

Digital Identification and Security

Thanks to full biometric verification, betting on behalf of someone else will no longer be possible. Verification will be required at all stages — registration, deposits, and withdrawals.
