In the Netherlands, KSA Fines Starscream Limited for Operating Without a License

The Dutch Gambling Authority (KSA) issued a penalty order against Starscream Limited for offering online gambling services to Dutch players through the websites rantcasino.com, sugarcasino.com, and allstarzcasino.com without the required license.

Illegal Activities of Starscream Limited

Starscream Limited, registered in Saint Lucia, violated Dutch legislation by providing access to gambling through three websites:

  • rantcasino.com
  • sugarcasino.com
  • allstarzcasino.com

According to KSA, the websites did not block access for users from the Netherlands and even provided instructions in Dutch.

In June 2024, a KSA employee was able to create an account, make a deposit, and place bets on sugarcasino.com using a Dutch IP address without any issues.

Rantcasino.com also allowed registration and gameplay from within the Netherlands, indicating a lack of technical restrictions.

Consequences and Penalty Measures

Due to the identified violations, on January 21, 2025, the KSA issued an official decision to impose an administrative fine on Starscream Limited in the form of a penalty under coercion (last onder dwangsom).

The essence of the order is as follows:

If the company fails to comply with the requirements, the fine will automatically accrue each week until the maximum amount is reached.

Right to Appeal
