Finland to Abolish State Gambling Monopoly

On December 16, the Finnish Parliament approved a bill to abolish the state monopoly on gambling in its second reading.

The bill was supported by lawmakers in the second reading, confirming Parliament’s approval of a shift to a new regulatory model for the gambling market.

The legislation provides for the end of the current state monopoly and the introduction of a licensing system for gambling operators.

Current status of the bill

Awaiting final approval

Following approval in the second reading, the bill is now at the stage of final approval.

For the law to enter into force, it must be signed by the President of Finland.

Timeline for launching the new market model

Start of license applications

If the law is finally adopted, applications for gambling operator licenses will open on March 1, 2026.

From that date, companies will be able to submit documents to obtain authorization to operate under the new system.

Launch of the licensed market

The full launch of the gambling market under the licensing framework is scheduled for July 1, 2027.

From that date, the updated regulatory model for gambling operators will come into force in Finland.
