Albania Approves Technical Standards for Online Betting

In Albania, the Council of Ministers on March 11 approved technical standards for betting operators’ websites and applications as part of the legalization of online betting in the country.

Technical standards for operators

The new requirements regulate infrastructure, player identification processes, as well as settlement and payment procedures.

Special attention is given to the obligation for operators to ensure real-time monitoring of deposits, bets, and payouts by state authorities.

State supervision

The monitoring system must allow tracking of key user operations without delays.

This includes oversight of financial flows and verification of transaction accuracy during platform operations.

Law No. 18/2024 and legalization of betting

Law No. 18/2024 lifted the five-year ban on sports betting, allowing it only in online format.

The document establishes rules for operator licensing and the conditions for operating in the market.

Limitation on the number of licenses

No more than ten operators will be eligible to obtain a license.

This restriction is intended to control market participants and organize online betting activity.

Requirements for companies

Applicants must register a joint-stock company in Albania.

They must also demonstrate at least three years of experience in betting operations in at least three EU or OECD countries.

Financial settlements and restrictions

Operators are required to work exclusively through financial agents without using cash settlements.

This requirement applies to all transactions related to accepting and paying out funds.
