Prosecutor General’s Office Opens Case Over DSOM Violations

In Ukraine, the Office of the Prosecutor General on April 2, following an appeal by the Head of the Verkhovna Rada Committee on Finance, Danylo Hetmantsev, entered information into the Unified Register of Pre-Trial Investigations under Part 2 of Article 364 of the Criminal Code (abuse of power or official position) regarding violations of legislation by officials of the Ministry of Digital Transformation and the PlayCity regulator when making decisions related to the functioning of the State Online Monitoring System for Gambling (DSOM). The Prosecutor General’s Office assigned the investigation to detectives of the Bureau of Economic Security.

The Prosecutor General’s Office opened a criminal case over the disruption of the implementation of the State Online Monitoring System in favor of gambling operators by Mykhailo Fedorov and others. The state suffered losses of 20 billion UAH per year.
Assessment of DSOM Implementation Impact
According to Hetmantsev’s assessment, the absence of DSOM costs the state ₴20 billion (~$461 million) annually. The MP’s appeal to the Prosecutor General’s Office also concerned possible abuse of authority when transferring the role of technical administrator of DSOM to the state enterprise “Diia” and possible overpricing of its services.
