Italy Launches a Three-Year Program to Tighten Gambling Control
The Italian Gambling Control Agency (ADM) has introduced the PIAO 2025–2027 plan aimed at strengthening the regulation of the gambling industry, combating illegal operators, and protecting players. This program will be a significant step toward creating a safe and regulated gambling market in Italy.
Main Goals of the PIAO 2025–2027 Program
The program includes a series of initiatives designed to enhance transparency and security in the gambling sector. Here are the key measures that will be implemented over the next three years:
Doubling of Online Operator Inspections
Starting in 2025, the Italian agency will conduct twice as many inspections of online operators. This will allow for more effective action against illegal casinos and betting sites, as well as ensure compliance with all necessary security standards.
New Reporting and Fee Payment Requirements
To improve financial transparency and accelerate oversight, new reporting and fee payment requirements will be introduced. All operators will be required to submit reports and make payments within 25 days.
Regular Audits and Platform Inspections
Special attention will be given to regular audits of online platforms and video lottery terminal (VLT) systems. This will ensure compliance with safety standards and protect players from potential risks.
Mandatory Compliance Reports
Under the new plan, operators will be required to provide regular reports on their compliance with all established requirements. Client data will also be checked for vulnerabilities and security threats.
Technological Innovations and Automated Inspections
Enhanced Monitoring and Collaboration with the Financial Police
One of the key areas of the program will be strengthening AML (Anti-Money Laundering) monitoring and close cooperation with financial police services. This will allow for monitoring financial transactions and preventing fraudulent activities.
Implementation of the SIC System for Real-Time Transaction Monitoring
The program includes the introduction of a new SIC (System for Intelligent Control), which will monitor transactions and risks in real time. This will enable faster responses to potential violations and reduce risks for players.
Automated Inspections Using AI
To optimize control over online operators, artificial intelligence will be used. AI will help automate inspection and sanction processes, speeding up their execution and increasing efficiency.
Publication of Reports and KPIs
All inspection results and key performance indicators (KPIs) will be published on an open portal. This will ensure transparency in the agency’s work and allow the public to track the progress of the program’s implementation.
Future Strategy: Safety and Regulation
The main goal of the program is to create the safest and most regulated gambling market in Europe by 2027. To achieve this, ADM will actively work with operators, ensure compliance with all standards, and protect the rights of players.
The PIAO 2025–2027 program could serve as an important example for other countries seeking to enforce stricter control in the gambling sector. The implementation of new technologies and increased cooperation with various government agencies will help Italy achieve its objectives and create a safe environment for players.
