Lipetsk FAS Opens Case Over Casino Advertising

In Russia, on January 30, the Lipetsk office of the Federal Antimonopoly Service initiated administrative proceedings against the owner of an unnamed Telegram channel for advertising the online casino Mellstroy Game on January 10. The casino is co-owned by streamer Andrey Burim (Mellstroy).

The Lipetsk FAS established that advertising for an illegal online casino was distributed on a Telegram channel on January 10, 2026, at 3:00 p.m.

The post announced the launch of the Mellstroy Game casino and offered bonuses, free funds to play, and the option to withdraw winnings.

Content of the Advertising Post

The message was accompanied by an image featuring the text “MELLSTROY GAME”, a promo code mention, and a promise of increased deposit bonuses.

According to the FAS, the information was addressed to an undefined audience and aimed at drawing attention to gambling.

Lack of a License for Mellstroy Game

The review found that an organization named “MELLSTROY GAME” is not listed among companies holding a permit or license to organize and conduct gambling activities.

Legal Requirements

Under current regulations, organizing gambling activities in betting shops and casinos requires mandatory licensing.

The distribution of gambling advertising on the Internet is not permitted, except in cases explicitly provided for by law.

Liability of the Telegram Channel Owner

The FAS stated that liability for violations of advertising law rests with the advertising distributor.

Case Review

The advertising distributor was identified as the owner of the Telegram channel that published the advertisement.

The administrative case is scheduled for review on February 19.
