Uruguay tightens requirements for iGaming operators

In Uruguay, the gambling regulator DNLQ has required locally licensed iGaming operators to implement biometric verification and obtain a responsible gaming compliance certificate from the World Lottery Association, report Cibelae.

Regulatory decision
The Ministry of Economy and Finance of Uruguay, through the Dirección Nacional de Loterías y Quinielas, approved Resolution No. 015/2026, which sets mandatory rules for online gambling and sports betting operators.
The document introduces additional control measures and applies to licensed online casinos and sports betting operators.
Biometric verification of players
User identification
Under the new rules, all users of online platforms must undergo mandatory identity verification using biometric data.
Operators are required to verify the identity of already registered players within 180 days from the date the requirements take effect.
Technical requirements
Identification procedures must include in-person or remote verification, biometric matching, and proof of “presence,” using data from the National Civil Identification Authority.
All checks must be carried out exclusively through state-accredited providers and must include mandatory age verification.
Responsible gaming certification
World Lottery Association requirements
A separate provision establishes the requirement to obtain a World Lottery Association responsible gaming certificate at Level 4.
Certification is mandatory for operators and quiniela operators within the timeframe set by the regulator.

Responsible gaming information
Online platforms must provide clear and visible access to responsible gaming information.
The required materials include information on the prevention of gambling addiction, the prohibition of access for minors, self-exclusion mechanisms, tools for detecting risky behavior, as well as contact details for support services and specialized organizations.

Ban on targeting minors
The resolution also strengthens the ban on gambling advertising aimed at individuals under the age of 18.
All advertising and marketing materials must include clear notices about the prohibition of gambling for minors and the principles of responsible gaming.
