Tightening of Advertising and Gambling Rules in Kazakhstan: What Will Change in 2025

New Rules for Gambling Advertising

Kazakhstan has adopted amendments to its legislation, strengthening control over gambling and gambling advertising.

These changes aim to limit the influence of advertisements on citizens, especially in the online space and outside the sports context.

Key advertising restrictions:

  • Complete ban on betting advertisements on all online platforms, except for:
    • websites of the betting companies themselves;
    • online resources of gambling zones.
  • Advertising is allowed only in sports media.
  • Advertising is permitted only during sporting events and only at sports venues.
    • After the events end, the ads must be removed.
  • SMS advertising to mobile phones is prohibited.

These measures were introduced partly due to citizen complaints about fraudulent messages and calls from fake bookmakers.

Who Will No Longer Be Allowed to Gamble

The amendments address more than just advertising. The authorities have significantly expanded the list of individuals prohibited from participating in gambling.

Who is now banned:

  • individuals on probation;
  • persons under restricted freedom;
  • civil servants;
  • military personnel;
  • employees of law enforcement and special agencies.

These prohibitions are aimed at limiting public involvement in gambling and preventing financial and social risks.

Additional Support Measures

Previously, representatives of the Ministry of Health, together with other agencies, discussed
support measures for individuals showing signs of gambling addiction, including expanded medical assistance.
