Relax Gaming obtained an offshore Anjouan license

Le Monde, together with the Dutch portal CasinoZorgplicht.nl, found that the provider Relax Gaming, which is part of the French gambling holding Française des Jeux (FDJ), operates under an offshore license from Anjouan.

According to the investigation, Relax Gaming obtained a B2B license on Anjouan, an island in the Comoros Islands, on November 14, 2025.
The company is part of the FDJ holding, with around 21% of its shares owned by the French state.

The French regulator ANJ confirmed that the activity of iGaming operators licensed in Anjouan is prohibited in France.
At the same time, providers that supply content to offshore operators are effectively not subject to oversight under French law.
Response from FDJ and Relax Gaming
Reaction to journalistic inquiries
Following journalistic inquiries, representatives of FDJ declined to comment on the legality of using the offshore license.
In turn, Relax Gaming removed references to the Anjouan license from its official website.
