Player Rights Protection in Brazil: New Rules for Brazil Bets Operators
SENACON Granted Authority to Oversee Player Rights
The federal authorities of Brazil transferred oversight of online gambling player rights compliance to the National Consumer Secretariat (SENACON).
According to the new regulations, all licensed operators under the Brazil Bets framework are required to register on the official platform Consumidor.gov.br.
This move was approved by the Ministry of Justice and Public Security (MJSP) in collaboration with the Ministry of Finance (MEF), and has become a mandatory requirement for all license holders.
How the Complaint System Works
Players can directly file complaints via the Consumidor.gov.br platform, and companies are required to respond within 10 days. SENACON does not act as a mediator but may refer cases to other government bodies for sanctions in case of unfair practices.

- Complaints tracked online in real time;
- 81% of cases resolved without court involvement;
- Over 8.9 million disputes settled across various economic sectors.
Expansion of the Licensing List
Alongside the new regulations, the Prizes and Betting Secretariat (SPA) updated the licensing list:
- 80 licenses issued in total;
- Covering 175 brands;
- New additions include: 4Win, Esporte 365, BetAki, Jogo de Ouro.
The regulator emphasized that operator participation on Consumidor.gov.br demonstrates a commitment to the principles of transparency and legality.
Betting Ban for Social Welfare Recipients
Amid these changes, SPA is also preparing a new rule: to ban betting participation by recipients of social welfare programs such as Bolsa Família and BPC. This decision is based on a ruling by the Supreme Federal Court of Brazil and could potentially affect around 30% of the country’s population. According to SPA head Régis Dudena, the draft is already in its final approval stage.
