Peru Establishes New Regulatory Body for iGaming Licensing

The Ministry of Foreign Trade and Tourism of Peru (Mincetur) has launched a new Office for the Authorization and Registration of iGaming Operators, under the General Directorate of Casinos and Slot Machines.
Reform After 23 Years: What’s Changed
For the first time in 23 years, Mincetur has officially approved a new Regulation of Organization and Functions (ROF), published on July 19, 2025.
This update replaces the outdated 2002 version and aligns with newly enacted legislation, including:
- Law No. 31557 — Regulates remote gaming and sports betting.
- Law No. 32392 — Introduces a new General Tourism Framework.
The reform aims to modernize ministry operations and improve service efficiency for citizens.
New Organizational Structure at Mincetur
The restructuring has led to the creation of new departments and the strengthening of existing ones.
Launch of the iGaming Regulatory Office
Within the General Directorate of Casinos and Slot Machines (DGJCMT), a new unit has been formed — the Office for the Authorization and Registration of Online Gaming and Betting.
This department will oversee the licensing and supervision of remote iGaming and sports betting operators. Yuri Guerra Padilla has been appointed to lead this initiative.
New Tourism-Focused Divisions
Under the General Directorate of Tourism Strategy (DGET), a new Office for Tourism Investment has been established. Its mandate includes attracting and managing investments in the tourism sector.
Strengthening Internal Operations
As part of anti-corruption efforts and service quality improvements, several internal departments have been reinforced:

What’s Next
The first phase of the new organizational structure has already been implemented. The second phase is set to be approved within 15 working days of publication, as outlined in the final provisions of Decree No. 004-2025-MINCETUR.
These changes will enhance the ministry’s ability to regulate and support Peru’s foreign trade, tourism, and gaming sectors.
