NKEC Orders Providers to Block Polymarket in Ukraine

In Ukraine, the telecom regulator NKEC has ordered internet service providers to block the prediction markets platform Polymarket under Resolution No. 695 dated December 10, 2025, for organizing gambling activities without a license. The domain polymarket.com has been added to the public register of blocked resources.
Grounds for Blocking Polymarket
Decision of the PlayCity State Authority
The basis for the regulator’s actions was the decision of the State Agency of Ukraine PlayCity dated November 21, 2025, No. 167-R “On Restricting Access to Websites.”
The document states that certain websites are used for the organization and conduct of gambling activities without the appropriate license, which violates the requirements of current Ukrainian legislation.
Actions Taken by NKEC Regarding Providers
Obligation to Restrict Access
NKEC notified providers of electronic communications services of the obligation to restrict access to the websites listed in the PlayCity decision, including the Polymarket platform.
The decision was adopted within the commission’s authority in the field of electronic communications and gambling regulation.
Monitoring Compliance with the Decision
Notifications and Inspections
The Legal Support Department of NKEC is required to inform the State Agency PlayCity of the adopted decision.
The State Supervision Department was instructed to notify relevant internet service provider associations of the need to communicate this information to their members.
The decision also provides for the possibility of unscheduled inspections in the event of substantiated complaints regarding failure to comply with the requirements to block prohibited resources.
