KSA Fines Operator Vave €840,000 for Operating Without a License

In the Netherlands, the gambling authority Kansspelautoriteit (KSA) has imposed a fine of €840,000 on the operator “Vave” (Chestoption Sociedad de Responsabilidad Limitada) for offering games of chance without a license through the websites “vave.com,” “vave-luck,” and “67evav55.com.”
KSA’s Decision
On December 18, 2024, the Board of Directors of the Kansspelautoriteit (the Dutch gambling regulator) decided to impose an administrative penalty on Chestoption Sociedad de Responsabilidad Limitada. The company violated Dutch gambling law by providing access to online games of chance without the required license.
The regulator noted that the operator continued to offer gambling services through its platforms despite an earlier warning. As a result, a fine of €840,000 was issued.

Further Actions by KSA
After confirming the violation, the Kansspelautoriteit issued an official enforcement order. Later, on September 5, 2025, the regulator published both the collection decision and the publication decision concerning Chestoption Sociedad de Responsabilidad Limitada.
Date | Type of Decision | Status |
---|---|---|
December 18, 2024 | Administrative Penalty Decision | In Force |
September 5, 2025 | Collection Decision (Invorderingsbesluit) | Open to Objection |
September 5, 2025 | Publication Decision (Openbaarmakingsbesluit) | Open to Objection |
Reason for the Fine and Non-Payment
The company Chestoption Sociedad de Responsabilidad Limitada failed to comply with the regulator’s earlier order and did not pay the imposed fine. Consequently, the Kansspelautoriteit initiated a forced collection procedure.
According to the regulator, the €840,000 liability was automatically triggered when the company ignored the enforcement order and continued its operations. Since the fine was not paid voluntarily, KSA proceeded with recovery measures.
Right to Appeal
KSA’s documents specify that the company has the right to file an objection against the issued decisions. Both publications — the collection decision and the publication decision — are publicly accessible, ensuring transparency of the process.
The regulator continues to monitor compliance with Dutch gambling laws, reminding operators that a valid license is required to offer games of chance legally within the Netherlands.
