India Seeks to Block Six iGaming Websites Over Tax Evasion

The Directorate General of GST Intelligence (DGGI) has issued a request to Google to block six iGaming websites for operating without a license and failing to pay the Integrated Goods and Services Tax (IGST).
List of Blocked Operators
The notice names the following platforms:
- MGM91.com
- Shakunimama.com
- Khelomama.com
- 247majestic.com
- Redgames1.com
- Karabet.in
Reasons for the Block
According to the DGGI investigation, these companies:
- Operate without registration in India.
- Offer real-money online games, including roulette, teen patti, and blackjack.
- Accept payments from Indian citizens via UPI, e-wallets, and internet banking.
- Fail to pay the mandatory 28% IGST, as required by the directive.
Legal Framework
The blocking order, dated August 1, was issued under the following provisions:
Law / Regulation | Section |
---|---|
Information Technology Act | Section 79 (3) (b) |
IT Rules, 2021 | Section 3 (1) (d) |
Integrated Goods and Services Tax Act, 2017 | Section 14 A (3) |
The document cites “threat to state security” as the official reason for the block.
Reactions
According to MoneyControl on August 10, the websites remained accessible even after the 36-hour deadline for blocking had expired. Queries sent to Google and the DGGI regarding the status of the block received no response, and operators could not be reached for comment.
Violations Found in the Investigation
A copy of the notice reviewed by MoneyControl states that these platforms provide real-money online gaming services to Indian residents.
This falls under Section 14 (a) (1) of the IGST Act, 2017, which requires IGST to be paid on such services. The DGGI alleges that the companies failed to meet this obligation.
Conclusion
The case highlights India’s increasing scrutiny of the iGaming sector. Operators running without a license and evading taxes face potential sanctions, including access blocks to their platforms.
