Curaçao Launches Major Reform in Responsible Gambling
The Curaçao Gaming Authority (CGA) has initiated a large-scale reform aimed at raising responsible gambling standards and protecting players from potential gambling-related harm. As part of the new policy, the CGA has opened a consultation period until March 5, 2025, inviting operators, potential licensees, and industry representatives to share their opinions and suggestions.
Key Changes for Operators
The CGA has developed a set of new requirements that all licensed operators must implement. These measures focus on increasing transparency, safeguarding players, and reducing the risks of problem gambling.
1. Player Registration and Verification
Operators are required to conduct document verification during registration to prevent underage gambling. Players can self-exclude from their accounts for 1, 3, 5 years, or permanently. Operators must process these requests without delay.
2. Limits and Notifications
Players can set daily, weekly, and monthly limits on deposits and wagers. Any increase in set limits requires additional review time. Operators must inform players about session durations and the amount of money spent to help manage gambling behavior.
3. Monitoring and Intervention
Operators are obliged to monitor signs of problem gambling and take appropriate action when risks are identified.
New Rules for Advertising and Marketing
The new policy places special emphasis on controlling advertising materials and campaigns:
- ❌ Marketing targeting minors and vulnerable groups is strictly prohibited.
- ❌ Gambling cannot be promoted as a quick way to make money or solve financial problems.
- ✔️ Affiliates and advertising partners must strictly adhere to responsible gambling standards.
Consultation Period and Compliance Monitoring
According to Article 12.1(4) of the Gambling Licensing Act (LOK), the CGA is required to consult with industry stakeholders when drafting new regulations. Since no official bodies have been appointed yet, the regulator invites all interested parties to submit their suggestions by March 5, 2025. Feedback emails should include “RG Policy Feedback” in the subject line.
Four months after the consultation period ends, the CGA will begin actively monitoring compliance with the new rules. Non-compliance may result in fines or even license revocation.
