Brazil Launches Modernization of SIGAP Licensing Platform

On July 2, the Brazilian government published Technical Cooperation Agreement No. 81/2025, signed between the Ministry of Management and Innovation and the Ministry of Finance, to modernize the “SIGAP” platform.
What is SIGAP?
SIGAP is a digital platform operated by Brazil’s Ministry of Finance to regulate and oversee the fixed-odds betting market. It serves as the central system through which betting operators apply for licenses and undergo regulatory, supervisory, and compliance procedures.
Since the beginning of 2025, more than 270 licensing requests have been submitted through SIGAP. The platform’s modernization aims to streamline oversight processes and enhance communication between regulators and operators.
Purpose of the Agreement
The technical cooperation agreement focuses on the digital transformation of SIGAP, aligned with a strategic development plan. Its main goal is to enhance the platform to support the regulator in:
- market regulation
- operator authorization
- fiscal monitoring
- enforcement of penalties

Funding and Duration
The agreement is valid for 18 months, starting from its signing on June 30, 2025. No financial transfers are involved: each party will fund its own participation through internal budgets. Covered expenses include:
- staff salaries
- communication costs
- travel and logistics
