Italy’s gaming regulator ADM has extended the application deadline for iGaming licenses from September 17 to November 12, 2025, after receiving 52 applications from 46 companies and generating €365 million in revenue—surpassing the target range of €300–350 million.

The Italian Customs and Monopolies Agency (ADM) has officially extended the submission period for iGaming license applications until November 12, 2025. The previous deadline was set for September 17, 2025.

The decision was influenced by several factors, including:

  • the need to process a large volume of documentation;
  • heavy traffic on the application platform;
  • scheduled maintenance on the Consip Spa platform from August 13–18, 2025;
  • the necessity of complying with legally mandated procedures.

Reasons for the Extension

According to official statements from ADM, the extension was made in accordance with Article 6, paragraph 7 of Legislative Decree No. 41 dated March 25, 2024. The review committee completed its initial evaluation on July 24, 2025, confirming the eligibility of 52 applications from 46 companies.

However, under Article 23 of the Technical Regulation, final license issuance is contingent on the full verification of submitted documents. Given the volume and complexity of the materials—some of which require a minimum of 30 days for review—an extension was deemed necessary.

Technical Considerations

In addition to administrative challenges, technical issues played a role. The Consip electronic platform used for submissions will be offline due to maintenance from August 13–18. Under existing regulations, such circumstances justify an extension of up to three months.

ADM chose to extend the deadline by 60 days, stating that the move will not impact the national budget or the interests of participating companies.
