Google Ads policy update for the USA

Google Ads updated the U.S. specifics of its Gambling and Games policy. The updated policy immediately disallows promotion of online gambling content related to horse racing when targeted at users in the United States. The change covers horse racing content promoted by aggregators, CPA networks, and affiliates that push third-party betting products.

As part of the update, Google announced that all previously issued certifications for horse racing aggregators and similar platforms have been revoked. New certification requests for horse racing promotional content will no longer be reviewed, effectively closing this channel for third-party promoters through Google Ads.

Who is affected

The ban targets affiliate sites and CPA networks that promoted products of online betting operators. These resources lost the ability to place horse racing ads via Google Ads in the United States and are no longer eligible for certification.

Licensed online horse racing betting operators are not covered by this ban and retain the right to advertise their own platforms. The policy change specifically excludes direct promotions from licensed operators and focuses on third-party promotional resources.

Context and earlier policy stance

In February 2023, Google allowed iGaming operators that accept horse racing bets to advertise in select U.S. states, including Maryland, Pennsylvania, West Virginia, and Virginia. Those permissions remained in effect until the new policy took effect on December 1, 2025.
