Online Casino GGR in the Netherlands Declines for the First Time in 2024

The Dutch Gambling Authority (KSA) published its annual “Marktscan 2025” report with final data for 2024.
The report shows the first drop in online casino revenue since the market was legalized in October 2021. After deposit limits were introduced and several rules were updated, the distribution of revenue between online and land-based segments shifted noticeably.
Key GGR Figures for 2024
The KSA notes that the overall GGR of the regulated market remained stable compared to the previous year, but the structure of revenue changed.

In 2024, there were 25 licensed online casino operators and 15 licensed betting operators active in the country.
Why Online Casino GGR Declined
The KSA links the decline to stricter rules. On 1 October 2024, new monthly deposit limits came into effect:
- €300 for players aged 18–23
- €700 for players aged 24 and older
According to the regulator, players adjusted their behavior, and part of the audience shifted to land-based venues or reduced activity altogether.
Situation of Land-Based Casinos and Gaming Arcades
The second part of the report shows weaker results for land-based casinos and gaming arcades. The KSA notes that the segment has been under pressure for several years.
Key facts:
- Land-based casino BSR fell by €61 million compared to 2023;
- the segment has not recovered to 2019 levels — results are 27% lower;
- the number of gaming arcades decreased from 217 to 196;
- major lotteries generated €2.42 billion in 2024, up from €2.33 billion in 2023.
How Player Spending Changed
The report shows that Dutch players spend less on gambling than the European average. In 2024, the average annual spend per adult was:
- €298 across all gambling categories;
- €197 on land-based gambling;
- €101 on online gambling.
The European average is €359.
Tax Burden and Future Measures
In 2024, licensed operators paid €1.03 billion in taxes at a rate of 30.5% of GGR. The tax rate continues to increase:
- 34.2% in 2025
- 37.8% in 2026
The KSA also notes that after correcting last year’s data, the land-based segment had in fact not recovered to 2019 levels, contrary to earlier reports. The corrected figures confirm an ongoing decline.
