Accusations Against Ecuabet and Its Foundation Network

In Ecuador, the operator Ecuabet has been accused of operating with an expired license and avoiding tax payments.
The charitable organization Junta de Beneficencia filed a complaint against the operator on November 13, as Primicias reports. The document states that Ecuabet continued its activities under a license issued by the island of Anjouan, which expired in May 2025. The company is no longer listed in the official gaming regulator’s registry.
Status of the License and Operator Activity
The operator published information on its website stating that it was registered and authorized by Anjouan. However, the regulator’s records do not confirm this status. This discrepancy became one of the key points highlighted by the authors of the complaint.
Representatives of Ecuabet claimed that the company made regular donations and operated as a non-profit structure. The Superintendencia de Competencia Económica rejected this claim and referred the case to the prosecutor’s office.
Connections With Foundations and Related Entities
According to the complaint, Ecuabet is linked to 42 individuals and legal entities. These include three foundations: Prosperar, Prosperar Salud, and Culturarte. The complaint also mentions seven companies and dozens of people listed as shareholders or representatives.
Growth of Prosperar Salud’s Revenue
The Junta de Beneficencia noted the rapid financial growth of Prosperar Salud.

According to the complaint, this growth suggests that sports betting operators may have shifted to working through foundations starting in 2023. These changes are associated with attempts to obtain tax benefits.

A 2022 document indicated that Ecuabet had an agency agreement with the Prosperar foundation. At that time, the operator was accused of offering casino services and other prohibited games. The complaint states that ties with the foundations allowed the company to expand its range of services despite existing restrictions.
Tax Benefits and Document Review
The Junta de Beneficencia stated that Ecuabet benefited from tax exemptions due to its association with Prosperar. However, the regulator pointed out contradictions between the contracts and the stated nature of the transferred funds. This raised questions about the format of the donations claimed by the company.
The Superintendencia de Competencia Económica reviewed the documents and concluded that the non-profit status claimed by the operator was not supported. The complaint has been forwarded to the prosecutor’s office for further review.
