Curaçao to End Sub-Licensing System on October 15

The Curaçao Gaming Authority (CGA) will officially conclude the transitional period for former sublicensees on October 15, 2025, fully phasing out the sub-licensing framework.

Regulatory Changes

According to the CGA, operators who previously operated under sub-licenses have already submitted applications for direct licenses. These applications have been processed: some granted, others approved pending payment, and some rejected.

Once payment is completed, a new license with a green digital seal is issued, replacing the temporary orange one. Using the “Orange Seal” after October 15, 2025 will be considered a regulatory violation.

What Happens to the Orange Seal

The CGA has officially stated that the use of the “Certificate of Operation” (also known as the “Orange Seal”), which served as a temporary measure to help former sublicensees transition into the LOK framework, will be fully terminated on October 15, 2025.
