Estonia to Reduce iGaming Tax and Tighten Advertising Restrictions

In Estonia, the iGaming tax will be reduced from 6% to 4% by 2028, and advertising restrictions will be tightened, banning influencer marketing and “risk-free bet” promotions.
Reduction of iGaming Tax
According to the coalition agreement signed by the Eesti Reformierakond and Eesti 200 parties, the iGaming tax rate in Estonia will be gradually reduced:

📜 Political Basis for the Changes
On March 24, 2025, a coalition agreement was signed in Toompea between the Eesti Reformierakond and Eesti 200 parties.
