Brazil’s Betting Regulation Roadmap Until the End of 2026 — Key Initiatives and Deadlines

The Brazilian Ministry of Finance has published a roadmap for gambling regulation (Portaria SPA/MF Nº 817/2025).

The plan covers the years 2025–2026 and includes 13 key initiatives aimed at developing market regulation and protecting players.

Main Focus Areas

The program, approved by the Secretariat for Prizes and Betting of the Ministry of Finance, includes the following priorities:

Promoting responsible gambling and preventing gambling addiction;
Creating a transparent and balanced regulatory environment;
Strengthening the national regulatory and control system.

Key Milestones of the Roadmap

Q2 2025	Creation of a platform for tracking self-excluded individuals and those banned from betting. Improvement of the compensation model for athletes and organizations for the use of their names and symbols. Implementation of a tokenized seal for licensed operators.
Q3 2025	Modernization of regulations on commercial promotions and advertising campaigns. Review of LOTEX (Instant Lottery) rules. Regulation of betting software providers and technical suppliers.
Q4 2025	Creation of the National Betting System in coordination with regional authorities. Development of support standards for players showing signs of addiction and their families.
Q1 2026	Review of inspection procedures and measures to combat illegal operators. Update of licensing requirements for operators.
Q2 2026	New accreditation standards for organizations certifying betting systems and products.
Q3 2026	Update of the procedure for obtaining permits for “preliminary public fundraising.”
Q4 2026	Review of the sanctions regime for violations in the commercial operation of fixed-odds betting.

Public Consultation and Implementation

Each initiative will undergo a public consultation stage. Draft documents will be published before implementation — the first stage is scheduled for June 30, 2025.
