Bellingcat: Croatia national team linked to Dragon Z6

Bellingcat has identified a link between the Croatia national football team and the unlicensed iGaming operator Dragon Z6.

Deal with iGaming operator Dragon Z6

According to an investigation by Bellingcat and the Norwegian outlet Josimar, in May 2024 the Croatian Football Federation (HNS) signed a two-year agreement with Dragon Z6 as an “exclusive betting partner” in the Asian market.

The signing took place in Zagreb with federation representatives and national team players present. In promotional footage, the deal was presented as a partnership ahead of the 2026 World Cup.

Representative using a false name

At the ceremony, the Dragon Z6 representative introduced himself as “Alexander Smith,” but his real identity was later revealed. He was identified as Branko Balon, a computer science lecturer and president of the Croatian-Chinese Friendship Society.

He did not respond to journalists’ inquiries, and his role within the operator remains undisclosed.

Lack of operator licensing

According to Gaming Compliance International (GCI), Dragon Z6 and its associated brand KashBet (KB88) do not hold a valid gambling license in any recognized jurisdiction.

Connection to KashBet

The investigation links Dragon Z6 to KashBet, an operator that previously signed sponsorship deals with football clubs including Ajax, Roma, Bayer Leverkusen, Fluminense, and Wigan Athletic.

The company Keen Ocean Entertainment (IOM) Limited, behind KashBet, obtained a license on the Isle of Man in 2012 but was later removed from the registry.

Use of mirror websites

Dragon Z6 operates through a network of mirror websites rather than its main domain. These sites feature Chinese-language interfaces and include live-streamed card games.

Targeting Chinese users

According to GCI, the operator targets users in China, where gambling is prohibited.

It was also established that one of the live-stream studios was located in the Philippines, where offshore iGaming operators were banned in 2024.

Use of images without consent

Dragon Z6 websites used images of footballer Robin van Persie without his permission.

Response from the player’s representative

The player’s agent stated that no agreements had been made with Dragon Z6 or KashBet and announced legal action.

Position of the Croatian Football Federation

HNS International head Dennis Lukančić said the federation conducted standard checks before signing the agreement.

Comment on the situation

The federation stated it could not comment on the partner’s internal decisions, including the use of names or how the company presents itself publicly.

Promotion through football

According to GCI, unlicensed operators use football sponsorships to increase brand awareness through international broadcasts.

After attracting users through sports events, they are redirected to other products with higher margins.
