Finance Ministry Fails to Clarify Payouts After Each Bet

In Russia, the Ministry of Finance, in response to a request from RB Business, failed to clarify the rule requiring mandatory payouts of winnings after each bet.

The ministry’s press service stated that it has no official position, noting that the bill was introduced to the State Duma by депутатs.

Details of the Payout Amendment

The amendment requires mandatory payment of winnings to a card after each bet. However, the wording of the rule remains unclear.

It is still not specified whether the rule applies only to self-excluded players or to all букмекер customers.

Legislative Context

Discussion around the amendment began before the second reading of the self-exclusion bill, when the changes were introduced into the document.

At the end of 2025, Russian President Vladimir Putin signed a law on self-exclusion from gambling.

The bill was submitted to the State Duma by a group of deputies led by Dmitry Svishchev on July 25, 2024.

Industry Reaction

The amendment triggered a negative response from representatives of the betting industry.

Former managing partner of Pari and CEO of 9Red Dmitry Sergeev called it “incredibly terrible.”

According to him, mandatory payouts will lead to higher fees for bookmakers and make payments economically burdensome.

Operational Pressure on Operators

Pari CEO Ruslan Medved noted that the industry is already under pressure due to rising taxes and changes in financial and operational models.

He stressed that mandatory payouts after each bet will significantly increase transaction load and costs, and disrupt existing processes.

In his view, this will force companies to carry out further optimization.
