Volume of Gaming Account Deposits in Ukraine in 2025

In Ukraine, the volume of deposits to gaming accounts with gambling operators reached about $3.62 billion in 2025.

Member of Parliament Nina Yuzhanina published data from the National Bank of Ukraine (NBU) on transaction volumes in the Ukrainian gambling market for 2025.
Total Volume of Gaming Account Deposits
According to the regulator, the total volume of deposits to gaming accounts reached ₴158 billion (~$3.62 billion) in 2025.
The average volume of deposits amounted to about ₴433 million per day (~$9.92 million).
Payouts of Winnings to Players
According to the published data, payouts of winnings totaled ₴105 billion (~$2.41 billion), which corresponds to approximately 66% of the total deposit volume.
Doubts About the Origin of Payouts
Nina Yuzhanina expressed doubts that the stated payouts actually represent winnings paid to players.
According to the NBU, there are transfers to bank cards that do not match the cards used to deposit funds into gaming accounts. The regulator also recorded unusual and extremely large transactions.
Reasons for the Situation in the Gambling Market
The MP pointed to several factors that influenced the situation in the gambling market in Ukraine.
Absence of a State Online Monitoring System
It was noted that there has been a five-year delay in implementing a state online monitoring system for the gambling market, which has still not been launched.
Use of Fake Players
The publication also mentions a large number of fake players — so-called droppers — whose accounts may receive large transfers under the control of gambling operators.
Limits on Playing Time and Spending
According to the MP, existing limits on playing time and gambling spending remain formal and do not actually work.
Transactions and Risks for the Financial System
The publication also refers to possible risks related to financial transactions in the gambling market.
Transactions with Unusual Transfers
Cases have been recorded where funds are transferred to bank cards that were not used to deposit money into gaming accounts, as well as large and unusual payouts.
Budget Losses and Financial Risks
According to the MP, this situation may lead to budget losses and creates risks related to fund transfer operations.
