The authorities have decided to begin work on slowing down the Telegram messenger in Russia. RBC was told this by a source in the information technology industry and two sources in relevant government agencies.

Timeline for the Start of Restrictions

According to two sources, Roskomnadzor plans to start implementing measures to partially restrict the service on Tuesday, February 10. Another RBC source added that measures to slow down Telegram are already being implemented.

Roskomnadzor’s Position

The agency confirmed the introduction of the measures and stated that it will continue them until Telegram complies with Russian legislation on personal data protection and countering fraud.
