Belarus Enforces Decree on iGaming Regulations

In Belarus, the Tax and Duties Ministry reported that starting March 11, 2026, Decree No. 226 “On Activities in the Gambling Sector” will come into force, requiring banks to block payments to foreign iGaming operators.
Restrictions for Individuals
Blocking Transfers Abroad
From March 11, 2026, Belarusian citizens will not be able to transfer funds to foreign online casinos, as issuing banks will refuse such transactions.
Requirements for Players
To participate in gambling, players must:
- Provide valid identification documents. Invalid documents will not be accepted.
- Use only their own bank cards, e-wallets, and accounts. Transfers from other people’s accounts are prohibited.
- Have only one gaming account per virtual establishment. Duplicate accounts will be blocked.
- Complete video verification during registration or visit a land-based operator personally.
- Not share account details, login, or password with third parties.
Responsibilities of Gambling Operators
Player Data Verification
Operators must verify:
- The validity of identification documents at entry and at cashier points in land-based venues.
- Ownership of payment methods before processing transactions.
- Absence of duplicate registered accounts.
Consequences of Violations
Civil Law Consequences
According to Article 170 of the Civil Code, providing information to third parties for participation in gambling is considered an invalid transaction. All funds involved are seized by the state.
Criminal Liability
Illegal use of another person’s data to access accounts or e-wallets is classified as a criminal offense under Article 222 of the Criminal Code of Belarus.
