Brazil’s Online Betting GGR in 2025

The Secretariat of Prizes and Betting of Brazil’s Ministry of Finance (SPA-MF) published a report on the results of the first year of the regulated fixed-odds online betting market in the country (January 1 to December 30, 2025).
Market financial performance
The data is based on operator reports submitted through the SIGAP system.
$7.1 billion was recorded as the GGR of regulated online betting in 2025.
Contributions to designated funds reached $872 million, which corresponds to 12% of GGR.
Regulatory fees totaled $18.4 million.
Audience and player activity
During 2025, bets were placed by 25.2 million unique players.
Operator brands registered 100.8 million active accounts.
Player demographics
68.3% of the audience were men, while 31.7% were women.
The largest age group was players aged 31 to 40, accounting for 28.6% of the total.
The share of users aged 18–24 was 22.7%, the same figure recorded for the 25–30 age group.
Players aged 41–50 represented 16.7%, those aged 51–60 accounted for 6.6%, and players over 61 made up 2.7%.
48% of users placed bets with only one operator.
Crackdown on the illegal market
Between October 2024 and December 2025, more than 25,000 illegal URLs were blocked in cooperation with Anatel.
The regulator identified 265 illegal operators.
Payment controls and sanctions
550 bank accounts linked to illegal activity were closed.
A total of 132 inspection proceedings were initiated involving 78 operators and 133 brands.
80 cases are currently under review for the application of administrative sanctions.
Influencer inspections
As part of advertising oversight, 412 inspections of influencers were carried out.
As a result, 324 profiles and 229 posts were removed.
Player self-exclusion
The centralized self-exclusion platform recorded more than 217,000 requests.
Reasons for self-exclusion
The most common reason was loss of control over gambling (36.83%).
This was followed by data protection (24.48%), voluntary decisions (14.87%), no reason provided (12.53%), and financial reasons (10.03%).
Exclusion periods
73.39% of requests were submitted for an indefinite period.
Self-exclusion for 12 months was chosen by 18.89% of users.
Requests for 3, 6, and 1 month combined accounted for less than 8%.
Interagency cooperation
SPA-MF signed cooperation agreements with Febraban, Conar, Anatel, and ANJL.
The “Apita Cidadão” service was launched to receive reports of sports match manipulation.
