Finland Sets Licensing Fees for iGaming

In Finland, the Ministry of the Interior has set licensing fees for iGaming operators.
Licensing fees for operators
The cost of a licence for online gambling operators will be €29,000.
Amending a licence or obtaining authorisation for international cooperation will cost €1,120.
New rules under the Gambling Act
The fees are introduced under the updated Gambling Act and included in the decree on police service fees for 2026.
Charges will apply to an exclusive licence, a standard gambling licence, as well as to amendments to these licences.
Authorisation for international cooperation
A separate fee is предусмотрена for authorisation for international cooperation for licence holders.
Effective dates and licence applications
The decree will enter into force on 1 March 2026 and will remain valid until 31 December 2026.
Applications for licences may be submitted to the National Police Board of Finland from early March 2026.
Regulators and launch of the licensed market
Regulatory responsibilities
Until 30 June 2027, licensing responsibilities will be carried out by the National Police Board.
After that date, these powers will be transferred to the Finnish Supervisory Authority.
Start of operator activity
Licensed operators will be able to begin operating and marketing gambling games once the new law enters into force on 1 July 2027.
