Blogger Kaisar Kamza (qais_arr, 2.4 million followers on Instagram) was declared wanted on January 10, 2026, report citing the Legal Statistics Portal of the Prosecutor General’s Office of Kazakhstan.
Who initiated the search
The search was initiated by the Agency for Financial Monitoring (AFM). The wanted case was registered on January 10, 2026, in the Astana region. The case is being handled by the Department of Economic Investigations for the city of Astana.
According to the legal statistics portal, Qamza Kaisar Bakytzhanuly, born on September 18, 1995, is listed as wanted. No official comments have been issued by law enforcement regarding the reasons for the search.

Kaisar Kamza’s name has previously appeared in official government reports. The Ministry of Tourism and Sports of Kazakhstan included the blogger on a list of violators for conducting illegal online giveaways. At that time, he was fined 1,179,600 tenge (about $2,300).
Online casino advertising
In August 2025, the AFM mentioned Kaisar Kamza as part of investigations related to the promotion of online gambling. According to the agency, the blogger published instructions for registering with unnamed online casinos on his Telegram channel, posted staged videos showing “winnings,” and publicly displayed spending that was linked to income from advertising activities.
The AFM stated that such content encourages audience involvement in gambling and creates a distorted perception of easy earnings.

In recent weeks, Kaisar Kamza also drew attention due to a video recorded during a trip to India. The footage was widely discussed on social media. In the video, the blogger uses obscene language and behaves aggressively toward local residents.
User reactions were mixed: some criticized his behavior as unacceptable abroad, while others described it as a personal choice of the content creator.
Position of government authorities
The Ministry of Foreign Affairs of Kazakhstan said that, at the time of media inquiries, Indian authorities had not provided any official information regarding offenses committed by Kaisar Kamza.
At the same time, the ministry noted that in India, the use of obscene language and aggressive behavior in public places may lead to administrative or criminal liability under the Indian Penal Code.
The Ministry of Culture and Information reported that legal response measures were taken against the blogger, including notifications sent to administrators of online platforms where the video was posted due to the use of obscene language in public places. These notifications were sent on different dates in accordance with established procedures.
