Russian President Signs Gambling Self-Exclusion Law

In Russia, the president signed a law introducing self-exclusion from gambling, which will come into force on September 1, 2026.
Self-Exclusion Law for Players
The law provides citizens with the option to voluntarily ban themselves from participating in gambling activities.
The self-exclusion mechanism will apply to bookmakers and other forms of legal gambling.
Effective Date of the Law
The new rules will take effect on September 1, 2026.
Until that date, market participants are required to bring their operations into compliance with the law.
New Requirements for Bookmakers
The law also introduces mandatory rules for bookmakers regarding the payment of winnings.
Payment of Winnings to Players
Under the law, winnings from each bet must be paid directly to the player’s bank card or to a Unified TsUPIS wallet.
The use of other payment methods for settling winnings will be excluded.
