Russia Approves Law on Player Self-Exclusion

On December 24, the Federation Council unanimously approved a bill on player self-exclusion (169 votes in favor).

The document was approved by the Federation Council and sent to the President of the Russian Federation for signature. At the time of publication, the official website had not yet been updated.
The bill introduces a player self-exclusion mechanism from gambling activities within Russia. If signed by the President, applications for self-exclusion can be submitted via Gosuslugi or multifunctional public service centers (MFCs).
Self-Exclusion Procedure
Self-exclusion is set for a period of at least one year with no option for early cancellation. Once a player is added to the register, bookmakers will be prohibited from accepting bets, casinos from issuing chips, and TSUPIS from transferring funds to operators.
Changes to Winnings Payout Rules
A key amendment introduced before the second reading requires bookmakers to pay out winnings after each bet. Payments must be made directly to a bank card or electronic wallet through TSUPIS.
Ban on In-Game Accounts
Crediting winnings to in-game accounts will be prohibited. It remains unclear whether this requirement applies to all players or only to those who have chosen self-exclusion.
Bookmakers’ Obligations in Case of Self-Exclusion
If a player chooses self-exclusion, bookmakers are required to pay out winnings for bets placed before the self-exclusion takes effect.
Funds for bets on events scheduled to take place after the self-exclusion date must be returned to the player.
Ban on Advertising Communications
The distribution of advertising materials to players who have opted for self-exclusion will also be prohibited. The self-exclusion register will be maintained by the regulator ERAI.
