Brazil Introduces New Taxes for Bettors

The Brazilian Federal Revenue Service (RFB) on December 18 issued Normative Instruction No. 2,299, establishing new taxation rules.
New Requirements from the Brazilian Tax Authority
Under the document, bettors and fantasy sports players are required to independently declare their net annual winnings.
Types of Bets Subject to Declaration
The following winnings must be declared:
— sports betting;
— virtual sports;
— fantasy sports.
Calculations are carried out separately for each category. Only positive results are included in the final amount.
Tax Rate and Threshold
A tax rate of 15% applies to net winnings exceeding $5,200.
Declaration Deadlines
The first tax declaration must be submitted in March 2026 for winnings received in 2025.
The tax payment deadline is by the end of April.
ComprovaBet Report
To file the declaration, players will need a personal ComprovaBet report with their annual results.
Obligations of Operators
Betting operators are required to provide the report by the end of February 2026.
Penalties apply for failure to provide the required document.
