Spain Steps Up Fight Against Illegal Gambling: €142M in Fines and Operator Bans
The Directorate General for the Regulation of Gambling of Spain (DGOJ) reported that over €142 million in fines were imposed on online betting and gambling operators during 2024.
Fines for the Second Half of 2024
In the second half of 2024 alone, the amount of sanctions reached €77.4 million. Rulings were issued against 26 operators, including 14 foreign companies operating without a license. The DGOJ acted in accordance with Article 39.a) of the Gambling Regulation Law (LRJ).
The list of fined foreign operators includes:

- Winbet NV
- Spicyjactpos Games Tech LTS
- Lama Tech Limitada
- Chestoption Sociedad de Responsabilidad Limitada
- Pennytech Holding BV
- Group Gaem BV
- Mibs NV
- Fgs Software Solutions S.R.L
- Investan NV
- Tinietech Holding B.V
- Adonio N.V
- Techsolutions Group NV (fine of €10 million for repeated violation)
Thirteen companies received fines of €5 million each. All 14 operators were blocked and suspended from operating in Spain for two years. The violators’ websites were shut down.
Additional Sanctions Against Licensed Operators
In addition, 11 fines totaling €2.396 million were imposed on companies already licensed in Spain for serious violations of the LRJ provisions.

Market Growth and GGR Statistics
Despite tighter regulations, the gambling market in Spain continues to grow. In March 2025, the total gross gaming revenue (GGR) rose by 17.6% compared to the same period last year, reaching €1.45 billion.

Results Since 2021
Since the beginning of 2021, the DGOJ has imposed sanctions on 180 gambling operators. The total amount of fines reached €475 million. The vast majority of offenders lacked Spanish licenses and operated under jurisdictions not recognized in the country, such as Curaçao licenses.
Companies using foreign licenses, such as a Curaçao license, are not allowed to offer their services to Spanish residents. Nevertheless, some of them, including Techsolutions Group NV, continue to violate the law, which leads to stricter penalties.

The DGOJ emphasizes that its activities aim to ensure legality in the gambling sector and protect consumer rights. Special attention is paid to unlicensed operators, as they pose security risks for players and disrupt market regulations.
