The second annual Duty of Care report, prepared by Casino.nl, assessed how well 25 licensed operators in the Netherlands comply with responsible gaming policies.

The results showed that only a few truly care about their users.

Research Methodology

From October 2024 to March 2025, researchers analyzed operators’ websites based on 37 mandatory KOA law requirements and 38 additional criteria. Both desktop and mobile versions were evaluated — from the perspective of a guest user and a registered player.

Leaders and Laggards

According to the report:

  • Holland Casino and TOTO are the only ones who met all mandatory legal requirements.
  • Hard Rock Casino stands out for its high-quality educational content, including videos.
  • BetMGM, Bet365, and Tonybet clearly explain the risks of addiction, including cognitive impairments and the threat of suicide.
  • LeoVegas, Kansino, and Holland Casino present visual risk matrices that help players understand the level of addiction across different types of games.
  • Most other operators either hide key information or place it in hard-to-find locations, such as at the bottom of the page or only in the terms and conditions.

What Are They Doing Wrong?

Despite formal compliance, in many cases the information is presented inconveniently or too vaguely. For example:

  • Only half of the operators place a link to the “Responsible Gaming” section at the top of the website.
  • Only a few explain when and how intervention will occur in case of risky behavior.
  • Self-tests and deposit limits are available at all operators, but their presentation is often inconvenient or unclear.

Conclusion: Still Room for Improvement

Although the situation is improving, the market still suffers from a lack of transparency and unified standards.

Even the most advanced operators have yet to provide the highest level of player protection. Casino.nl calls for:

  • Standardizing information approaches
  • Improving the visibility of warnings
  • Implementing universal risk assessment tools

A reform is expected in 2025, which may replace the current KOA law with a stricter one — focusing on youth protection and combating illegal platforms.
