Only 14 Operators Receive Permanent Licenses in Brazil
Launch of the Legal Betting Market
On January 1, 2025, Brazil officially launched its legal online betting market. Out of 66 companies that applied, only 14 received permanent five-year licenses. Notable brands include BetBoom, BetMGM, Superbet, and KTO. Another 52 companies were granted temporary 30-day licenses to address issues and complete certification.

Some major brands, such as PixBet, BetMotion, and SportsBet.io, did not receive licenses. SportsBet.io even announced the closure of its operations in Brazil.
Regulations for Operators
In 2024, the SPA established the following key rules for legal operators:
- Website domains must end with “.br”.
- Facial recognition is required for registration to protect minors.
- Financial transfers can only be made through accounts authorized by the Central Bank of Brazil.
- Using credit cards and cryptocurrencies for betting is prohibited.
Taxation and Revenue
- Operators pay a 12% tax on Gross Gaming Revenue (GGR).
- Players pay a 15% tax on winnings exceeding BRL2,824 ($455).
- The total tax burden reaches 36% (according to ANJL).
By the market launch, the country’s budget had already received over $320 million from licensing fees.
Prospects and Challenges
Brazil’s betting market has come a long way since the law’s approval in 2018, with final regulations established in 2024. The legal sector is expected to reduce the black market’s influence and strengthen player protection.
SPA chief Regis Dudena emphasized the importance of regulation: “Strict and transparent rules will help create a safe environment for players and ensure market accountability.”
The ANJL supports the decision to issue provisional licenses, considering it a reasonable measure to retain customers with legal operators and minimize the shift to illegal platforms.
With market legalization, Brazil opens new opportunities for operators, establishing clear rules and significant growth prospects for the betting industry.
