Operators’ Violations and Fines

The Swedish regulator (Spelinspektionen) fined licensed gambling companies Roar Vegas (LeoVegas) and Glitnor Services for insufficient measures to protect players from gambling addiction.

Roar Vegas received a fine of SEK 8 million (around $800,000) for failing to intervene in time when signs of addiction were observed in three players, two of whom were aged 18–24.
Glitnor Services was fined SEK 2.7 million (around $270,000) for the lack of effective measures towards 10 out of 12 reviewed players, despite clear signs of problem gambling.

Main Regulatory Concerns

During the inspection, Spelinspektionen identified serious violations in the operators’ activities:

Players engaged in multi-day gaming sessions and quickly lost their deposits.
Operators’ interventions were delayed or ineffective.
In some cases, even after sending warning messages, no restrictions were imposed.
Operators cited unclear wording of rules regarding “intrusive” actions, such as account blocking.

However, Spelinspektionen rejected these arguments, referring to Chapter 14 of the Swedish Gambling Act, which clearly mandates immediate intervention upon detecting signs of gambling addiction.

Operators’ Response

Both operators stated that they adhere to the “duty of care” principle but did not consider stricter intervention necessary without clear regulatory requirements. Nevertheless, following the inspections, they implemented:

Limits on deposits, bets, and losses.
Warning messages for high-risk players.
Updated monitoring protocols to detect addiction in a timely manner.

Trends in the Swedish Gambling Market

According to Spelinspektionen, in 2024, the gambling industry’s revenue in the country grew by 2.65%, reaching SEK 27.85 billion (€2.49 billion). The main growth was driven by online casinos and sports betting, which increased by 5%, totaling SEK 17.84 billion.

Additionally, in March 2025, Spelinspektionen banned the operations of ASG 360 Services (GG.bet) in Sweden for operating without a local license.
