In Russia, banks will be able to limit dropper transfers to ₽100,000 per month
As of May 15, a law has come into force in Russia that restricts the ability of droppers to withdraw and cash out funds.
What has changed for droppers since May 15
According to the new law, individuals listed in the database of fraudulent operations will not be able to transfer money — neither to themselves nor to others — for more than 100,000 rubles per month.
If a dropper tries to exceed the limit, they will have to personally visit a bank branch with their passport. Only after identification at the bank can the transfer be approved.
How this will affect the banking system and users
The new measure is aimed at combating the cashing out of stolen funds. According to a statement from the Central Bank, the restrictions are being introduced to close off droppers’ ability to use bank cards for gray and shadow transactions.
Important: the restrictions do not affect honest users. If a client has not been involved in cashing-out schemes, they will be able to continue using bank transfers as usual.

The new rules may affect users who fund accounts with offshore operators through P2P transfers. These types of transfers often go through dropper cards, which are now subject to the limit.
Additional measures and criminal liability
In early May, a bill was submitted to the State Duma that provides for criminal liability for droppers.
According to the Ministry of Internal Affairs of the Russian Federation, more than 2 million citizens are involved in schemes for cashing out stolen funds. The new measures are intended to be one of the steps toward restricting illegal transactions and reducing fraud.
How not to become a dropper by mistake
- Do not give your bank cards and details to third parties.
- Do not agree to offers to “work as a money transfer agent” or “rent out your card.”
- Regularly check your transactions in your online banking app.
- If the bank asks you to undergo identification — this may be related to suspicious transactions.
