The authorities of the Indian state of Karnataka are preparing a law that will fully legalize online gambling and betting, including both internet platforms and land-based outlets.
This was announced by the state’s Home Minister, Gangadaraya Parameshwara, who noted that the work is being carried out in cooperation with the IT department and industry representatives.
Committee and Licensing
Recently, a meeting was held with representatives from both business and government, where the first steps toward legalization were discussed. The minister emphasized that there is currently no regulatory mechanism in place, and the industry is ready to transition to licensed activities.
A special committee has been formed, consisting of industry representatives and senior officials. They are tasked with preparing the draft law within a month. Afterward, the bill will be presented to the Karnataka Legislative Assembly for consideration.
How it Works in Other Regions
Karnataka could become the fourth state in India to legalize gambling. Currently, legal casinos and online gambling are allowed only in Goa, Daman, and Sikkim.
At the same time, the federal law — the Public Gambling Act of 1867 — prohibits public gambling houses but does not directly regulate online gambling, leaving this decision to the discretion of each state.

Why This Matters
Karnataka is the eighth-largest state in India, with a major hub in Bangalore, making its decision significant for the entire country.
A legal betting market, especially in the context of events such as the IPL (Indian Premier League cricket), could bring substantial tax revenue to the state and create clear rules for businesses.
Moreover, in the absence of federal regulation and with active interest in sports betting, especially cricket, this step seems logical — the market exists, and its legalization opens up opportunities for control and revenue generation.
